The Irish government has passed a new gambling regulation bill that will introduce a range of gambling reform measures. The bill, spearheaded by the Minister of State for Law Reform, James Browne, will create a structure for a new licensing and regulatory system for the industry. A new statutory organization will be formed to serve as the country’s regulator, the Gambling Regulatory Authority. This new entity will have extensive authority to regulate advertising and gambling, grant licenses to businesses, and impose penalties and fines. Currently, the regulation of gambling is managed through a decentralized governance framework that encompasses multiple government agencies, including the Department of Justice and Equality, the Revenue Commissioners of the Irish Revenue, and the District Courts. “Cabinet approval is a significant step, and the publication of the bill is undeniably a major milestone. This is essential and necessary legislation to address the challenges of responsible gambling in 21st century Ireland,” stated Taoiseach Micheál Martin.

Ireland is introducing a new licensing system for wagering. Under this new system, there will be three distinct license categories for remote and in-person gambling: B2C gaming, betting, and lottery permits; B2B permits; and charitable licenses.

Minister Brown declared, “Reforming gambling laws and regulations in Ireland was a key pledge in our Government Program and a top priority for me as Minister. I am delighted to bring this draft legislation to this point and anticipate its publication and progression through the Oireachtas.”

“This legislation will establish a gambling authority that will concentrate on preventing harm to those susceptible to gambling issues, particularly safeguarding minors, as well as concentrating on enforcing a strong and contemporary regulatory framework for the gambling sector.”

Brown cautioned that operators continuing to offer illicit gambling services could face criminal repercussions.

If you are apprehended conducting a gambling enterprise without a valid permit or violating the stipulations of your license, you could be incarcerated for up to eight years and/or subjected to a substantial financial penalty, contingent upon the judge’s ruling.”

**New Regulations**

The newly enacted legislation is altering the manner in which gambling is promoted. Authorities are intensifying their scrutiny of gambling advertisements, particularly those disseminated on television and radio. You will not encounter any advertisements between the hours of 5:30 AM and 9:00 PM. They are also eliminating those complimentary wagering offers and promotional campaigns.

“We are adopting a stringent stance on gambling advertisements,” stated Brown. “Advertisements that endeavor to pique the interest of minors in gambling are prohibited, as are advertisements that encourage excessive gambling. We reside in a digital age, therefore we are prohibiting gambling advertisements on social media platforms as well.”

“The objective of this legislation is to safeguard individuals from the detrimental aspects of gambling. We are establishing a national registry of individuals who desire to cease gambling. The use of credit cards for gambling purposes will be disallowed. We are also taking steps to prevent gambling companies from distributing complimentary gifts and promotions.

“We are establishing a dedicated fund to provide assistance to individuals impacted by gambling issues. The gambling industry will be contributing to this fund.”

These funds will be allocated to assist individuals struggling with gambling addiction and to educate the public about the risks associated with gambling.
